Community Development Finance Leader John Moon Joins Washington Builds Board to Advance Equitable Clean Energy Investment

Seattle, WA — Washington Builds (formerly Washington State Green Bank) today named John Moon to its Board of Directors, deepening the institution’s capacity to deploy clean energy financing in historically underserved communities and mobilize public and private capital statewide.

Moon brings more than two decades of leadership at the intersection of sustainability, community development finance, and social impact investment. He currently serves as President of LISC Green at the Local Initiatives Support Corporation (LISC), where he leads LISC’s sustainability efforts. He recently led LISC’s commitment to deploy $100 million in sustainable financing over three years, with a focus on reducing energy costs for renters and property owners in historically underserved communities.

Prior to LISC, Moon served as Senior Vice President and Sustainability Philanthropy Leader at Wells Fargo, where he led philanthropic and stakeholder initiatives to advance climate-aligned finance and equitable transition through the bank’s Institute for Sustainable Finance. His earlier career includes senior roles at the Federal Reserve Bank of San Francisco, the Federal Deposit Insurance Corporation, the Federal Reserve Board, and the U.S. Department of the Treasury, where he helped launch the New Markets Tax Credit program. He also served as a Public Interest Investment Banker at the Federal Home Loan Bank of Seattle, where he developed secondary market financing for Native American affordable housing.

Moon has led initiatives including a $90 million multi-sector national partnership funded by four major U.S. foundations to advance economic mobility through housing, health, and transportation, and a pioneering regional effort to integrate community development and health sectors around the social determinants of health in low-income communities.

Moon’s experience connecting capital markets, federal policy, and community-centered finance will strengthen the Green Bank’s ability to ensure that clean energy opportunities reach households and communities statewide.
