Washington Builds’ Request for Proposals for Depository and Treasury Management Services
July 22, 2026

Washington Builds’ mission is to provide accessible and affordable financing for energy efficiency and renewable energy projects for Washington residents, businesses, and agriculture that reduce costs, lower greenhouse gas emissions, and create jobs statewide.
As part of building the financial infrastructure to support that mission, we have issued a Request for Proposal for Depository and Treasury Management Services. We are seeking a 2 to 5 year banking relationship with an expected deposit volume exceeding $25 million.
The RFP covers operating accounts, Insured Cash Sweep (ICS) accounts, wire transfers, ACH, online banking, treasury management tools, and accounting software integration. Proposals will be evaluated across four scored categories: returns on deposits (35 points), values and mission alignment (25 points), service costs (20 points), and integration and technical capabilities (20 points). All evaluation criteria and scoring weights are published in the RFP.
Selections will be made from written proposals. No interviews are required.
